此题间接考察静态名词和动态名词的区别；看下面2个句子：
His failure to turn his attention to flagrant wastes of public money is inexcusable. 公然浪费纳税人的钱 （这里的waste虽是名词，翻译成中文却变成 了动词，这就是所谓的动态名词；flagrant可以修饰动态名词）
His failure to turn his attention to infamous / notorious practice of wastes of public money is inexcusable. 浪费纳税人钱的可耻行径 （这里的practice是名词，翻译成中文还是名词，这就是所谓的静态名词；infamous和 notorious可以修饰静态名词，但不能修饰动态名词）
这题之所以误选C、D，还是因为翻译时，下意识的添加上了类似practice这样的名词，和前面第一题一样，属于翻译问题。强烈推荐英英词典，最起码也得来本双解的，网上在线的英英注释也不错
